Lord Carrington, President of the Board of Agriculture, speaking at the National Congress on Rural Development, said that there had not been sufficient done to show the small holder how to increase his production. A scheme for the distribution and sale of produce must bo organised. Tho Board of Agriculture had framed a scheme to form country co-operarivo societies to handlo produco, and also to grant loans to members.
