FIELD DIVORCE BILL. THE NEW PARLIAMENTARY BUILDING PLANS. The Legislative Council returned to its work yesterday afternoon. Notico was given by tlio Hon. IT. F. Wigram of his intention to move on Tuesday next that nn opportunity he given the Council to discuss tho plans of the now Parliament Buildings. THE JUDICIARY BILL. Tho ATTORNEY-GENERAL, speaking in reference to the Judiciary Bill, which was set down for its second reading, remarked that the provisions of the Bill relating to tho status of Supreme Court Judges, were having further consideration, and ho was not in a position to circulate the Bill that day in tho shnpo in which he hoped to have it considered by the Council The second reading was, at tho instanco of the Attorney-General, mado an order of the day for Wednesday next. ADMINISTRATION AMENDMENT BILL. Tho ATTORNEY-GENERAL moved the second reading of the Administration Amendment Bill which had already passed the House of Representatives. The Bill, he said, would remedy defects in the existing law which had frequently given rise to unnecessary delay and 'expense, and had in some eases caused 6erious hardship. The ATTORNEY-GENERAL, replying to a suggestion by the Hon. J. R. Sinclair that more publicity should be given before granting probato and administration of wills, said that the cost of such advertising as suggested was a bar. One class to which the newspapers showed no mercy ntallwas the lawyers. If they went with an advertisement they were met with atrocious demands. Tho Hon. .1. K JENKINSON: "It's diamond cut diamond." . ': ; The second reading was agreed to. REPORTED FROM COMMITTEE. The Guardian Trust and Executors Co. Amendment Bill was reported from the special committee to which it had been referred. The committeo made a verbal amendment in Clause 8, and added four new clauses providing for a proper audit by the Auditor-General, giving estates of deceased persons-a priority in- certain cases, rendering the Act subject to' existing legislation, and providing for a judgment of the Supreme Court as-to tho legal suits of tho company. Tho Special 'Committee to which the Field Divorce and Empowering Bill had been referred reported' that it had considered the Bill, and had inserted now clauses providing for tho grounds upon w!iich .a decree of" dissolution of marriage may bo granted, and empowering the Supreme Court to grant the decree nisi and absolute,-and to make orders as to alimony, upon proof to its satisfaction of the grounds specified. A new clause lias also been added to tho Bill making the provisions of the Divoroo and ,Matrimonial Causes Act, 1!)0S. and the rules thereunder applicable to tho proceedings in this case. •■•.: -'. .
