GUNBOATS HURRYING TO THE SCENE. Peking, October 1L The revolutionists at Wuchang, who bolong to tho Young China party, have issued a proclamation in which, they threaten to decapitate anybody injuring fcreigners, The movement is anti-Manchu. Tho revolutionaries are indulging in incendiarism, and the Viceroy's yamen has been destroyed. Fighting continues, but the foreigners are safe. Volunteers at Hankau, on the opposite bank of the Yangtse-Kiang, are standing to their arms day and night. Tho foreign Consuls have telegraphed for further assistance. Japancso and American cruisers aro expected, and moro gunboats belonging to other countries arc hurrying to the sceno of trouble, European women and children are going aboard the river boats. The rebels in.Province of Szechuan, in tho west, have captured Kiating-fu and Yachou-fu. Writing some time ago from Yunnan Pu, iu Western China, a correspondent of the "Manchester Guardian" said:— "Wherever one moves tho absorbing topic of conversation is hostility to the Manchu dynasty. It is beyond doubt that in tho ovent of on uprising the whole of Yunnan and a largo faction of Szechuan would entirely withhold support from ,the Government, and many of the mandarins would readily join the anti-dynastic movement. It is probable that in tho whole of tho Empiro no province moro than Yunnan has a greater proportion of population constantly in-, rebellion. The feeling now takes a dual form—Urst, against the Manchus; second, against the foreigners. At the present time sauction to travel on tho main road from tho city eastward to tho Yangtze valley f Hill withheld, and it is clear that the Viceregal authorities of Yunnan aro anxious that no' foreigners should tako advantage of their passports alone and travel in this danger zone. As a matter of feet, protection is refused until sanction to move is given, passport or no passport
