ULSTER UNIONIST PLANS. By Telcerapn-Press Aseociation-Copyrteht London, September 25. A conference hold at Belfast was attended by four hundred delegates from Unionist clubs and Orange lodges. Tho conference resolved to frame a constitution for a provisional Government for Ulster, tho constitution to como into operation simultaneously with the passing of a Home Uulo Bill.
