THE TERRACE LIFT.
A SCHEME' TO BE TRIED. Notwithstanding their Engineer's report upon the Torraco lift echcnio as being inipracticable, the City Council last night decided, without discussion, to adopt tho following recommendation of the Finance Committee: — "(1) After careful consideration, your committee recommend that the necessary legislation bo obtained to enable the construction of a subway and elevator at Church Street, together with 'the power o impose fees and charges for tho uso thereof, and for such work to bo legally defined as a public work within the meaning of tho Public AVerks Act; (2) that the X Engineer be instructed to prepare a plan showing the proposed special rating area, sue harea to include up to one. hundred property holders; (3) that ;he City Solicitor oe instructed to nref'o.ro the necessary clause, mid also include therein power to charge working expenses of tho undertaking against tho special rating area."
