HUTT COUNTY COUNCIL.

The monthly meeting of the Hurt Countv Council was held yesterday morning, ilr. 11. J. Lynch was in tho chair. Also present: Councillors J. Wnkeham, W. Galloway, T.'Edwards, J. Wkitciuaii, and M. W. Welch. Tho inspector of roads reported that tho principal work for tho month in tho Enuni and Mungaroa ridings had been i"etalling. The main road from the eastern boundary of the Hutt Borough to Silve'rstream and thence on to the western boundary of the Upper Hutt Town Board in Mungaroa riding had been repaired. The metalling of Akalarawa Road was being carried on as arranged with tho Sun-millers' Association. In Waintii-o-mata the roads were all iu fairly good order, and a great improvement.had been made iu several places. Where the road had been about 10ft. wido it was now double that width. All banks had been ploughed and hollows tilled, and an up-to-date road had been made of what had been little tetter than a track. Nearly a nulo of fencing south of Lynch's Crossing had been completed, as also 35 chains of coltle to Normandalc Koad contract; StJ chains of Pliminerton-Pukcrua grant road had also been done. Other grant roads m course of construction were Phillips Road (contract), Waikanao-Upper Hutt (contract), and Moonshine-Wainui (day work)A deputation, consisting of the Rev. .T. A. M'N'ickle.and two others, waited on tho 'council and drew attention to the Act which provides that a road shall nOt.-bo less than sixty-six feet wide. They wished to protest against the action of certain persons in fencing in portions of tho road at Packakariki, and pres;nted a petition bearing 47 signatures in support of their view. Mr M'Nicklo stated that the 47 sig. natures represented 01 section-holders. The chairman staled that he was not nwaro that any such encroachments existed. , ... , It was staled bv a member of the deputation that, in soine instances, solders had encroached as much as .'lift, on one sice. Some had even encroached as much as 41ft. For the purpose of protecting live hedges, owners of sections were permitted to encroach five feet, and the council were therefore urged to remove all sucli fences to the proper boundary. In replv to I ho deputation, the chairman remarked that, though those persons had no permission to erect fences on the road, he did not think that any injury was being; done. In fact, he considered that it was rather a benefit, for, lo some extent, it would remedy the nuisance of wandering stock. The ranger was well watched,, and, when he np|>eared in one township, those in the next were informed of the fact, with (he result that when ho arrived there all the cattle were safely yarded. If, however, anyone was suffering anv inconvenience or injustice by reason of" these fences, the council would remedy the matter. , It was finally decided that the inspector of ronds (Mr.* J. Cudbv) find the councillor of the riding should inspect tho locality where these enclosures wcro erected. A letter was received from the Public Works Department slating thai further consents were requir.-d in connection with the exrhanie of a road in Fruitgrowers lllnek. Tho rlerk was instructed to obtain the necessary cements. It was resolved, on the motion of Councillor Wakeham. that a lamn bo erected oil tho comer of Moana and Day s liav Poad at Day's Hay. It was staled that the Eastbourne lamplighler would attend to the lamp for .£» 10s. per .v™'/ n A leller was received from the Commandant of the Forces asking the council to assist the Defence Department in tlio mailer of obtaining the use of halls etc., for the training of Territorials. It was resolved to replv staling that the council had no such halls available.
