■ TWELVE LIVES LOST. By Telccraph-Prcsu Association—Copyright (Rec. September 11, 9.55 p.m.) Tangier, September 11. While a quantity of gunpowder from Port Rabat was being thrown into tho sea, a cartload exploded, killing a French officer, two artillerymen, and nine Moorish soldiers.
