Berlin statements indicate that Germany is seeking a privileged position by the side of France in Morocco. "Tho Times" states that France will never play tho part of policeman in. Morocco for the exclusive benefit of the German trader. Tho "Daily Telegraph's" Paris correspondent declares that a peaceful issue of the dispute is a foregone conclusion, and a Franco-German treaty will bo signed. France's compensation to Germany in tho Congo will bo 'on such a generous scale as to surpriso Europe, but Germany, tho correspondent states, will havo no privileges in Morocco, except those granted to other Powers. "BLACK SATURDAY." ALARM IN BERLIN. (Rec. September 11, 0.20 a.m.) Berlin, September 10. Germany's counter-proposals in the Moroccan negotiations will reach Paris to-day. There were scenes of excitement and alarm on the Berlin Bourse yesterday, justifying the title of "Black Saturday." Tho shares of the Deutsche Bank and great industrials tumbled heavily. Three millions moro of French capital has been withdrawn from Germany, The Belgian and Swiss houses havo likewise made largo withdrawals. RUN ON A BANK. London, September 8. War rumours caused a run on the Koenigsberg 'Savings Bank. Tho sum of ,£27,000 was withdrawn yesterday. The run still continues. GERMAN INTERESTS AT AGADIR. London, September 8. Tho Agadir correspondent of the "Westminster Gazet'to" affirms that there was not a single German in the district when the German warship Panther arrived there. Several Spanish officers have arrived at Mogador, whenco they will proceed to Ifni, on tho west coast of Morocco.
