' 'AS EASILY BROKEN AS MADE." By Telegraph—Press Association—Copyright Sydney, September 7. The annual report of the National Defence League utters a warning againsj placing too much reliance on the AngloJapanese Treaty. Treaties, the report says, are as easily broken as made. This particular agreement has not the effect of a general arbitration treaty, and can be depentietl on only for what it expressly applies to.
