SOUTH AFRICA'S PROBLEMS. By Telegraph—Press Association— Copyricht (lice. September i, 11.40 p.m.) Cape Town, September -J. The Governor-General, Lord Gladstone, has been entertained at lunch at Salisbury, Rhodesia. Jn the course of his speech his Excellency, in referring to tho decision in tho Umtali case, said nobody' regretted the difference which had arisen with tho people of Southern Rhodesia more- keenly than himself, but it was a differenceover tho merits of a single case, rather than of a principle. There could bo only ono principle, namely, the inviolable sanctity of their women, coupled with strict justice and fair piny to subject races. (Applause.) Lord Gladstone emphasised the number of criminal cases in which whites and blacks had been involved during the past year, and suggested that tho machinery of tho trials might require overhauling. He eulogised the revised system adopted in Natal.
