TRAMWAY LOSS- EXPLAINED. ' t A mooting of tlio Miramar Borough Council was held last evening, tlio Mayor, Mr. J. Brodie, presiding; Tho councillors present were: Councillors Richards. Bell, Bowie, Laurensou, Telford, and Slone. A complaint was received frc-m Mr. W. F. Eggors iii reference to wandering cattlo having broken down certain fences. Tho complainant, said ho had written about tho matter before, but the nuisance had not abated. The owners, through him, now claimed .£lO for damage douo to shrubs, trees, and fences, and failing payment of tho account, he added, a. summons would l bo issued. "A-cheque," tho writer concluded, "would save any further unpleasantness.'" It was dccidcd to reply that the council could not recognise any liability in the matter. Tho Mayor remarked that a wronfj impression appeared to have got abroad in regard to the borough traiiiway loss. Tho papers, in dealing with tho balance-sheet, had headed it up "a loss <;f J28000," and this had been taken up by r.'iany people as tho year's loss. Tho papers, however, made it clear that the actual loss fir tho year was'<£l9so. The sum of X'.IOOO included a debit balanco of .£llOO brought forward at tne enci oi toarca, actual loss since tho trams straied 3i years, ago said tho Mayor, vas .£3OOO. Tho Borough Engineer reported ■ that building permits had been issued during July for buildings valued at .£2378. 'This was niado up of live dwellings and a stable. A letter was received from Mr. C. B. Norwood ill reference to corner sections nt Seatoun. After some discussion it was decided to defer consideration until tho borough solicitor was consulted. A report tabled by tho Water Supply and Drainage Committee rccomrucnaea that the city by-laws b? adopted .with necessary amendments, providing for tho supply of water covored by a water rate, b?ing dependent on the amount of rato paid. , Tire water rate for dwellinghouses to be based on id. 'in tho ,£ on tlio capital value, and 1000 gallons supplied tor each Is. paid as a rate, 'l'lio minimum water rato to be' 10s., and meters to bo charged for at the rato of ss. per' annum, and to be read quarterly. The city by-laws provide for tho council paying for, the cost of laying tho pipes up to the building line of tlio sections. The report was adopted. Mr. Mestayer reported that tho contracts for tho meter-house and venturi meter have been completed. Everything was now ready for the City Council to connect up. Good progress had also been made with the laying of the water mains both in Miramar and Seatoun. Altogether 5J miles of pipes have been laid. A committee was set up to make arrangements for the oflicial opening. Reporting on tlio improvement of Worser Bay beach, the Tree-nlanting Committee. recommended that tiie improvements stand over until it is decided what action is to bo taken in regard lo the Seatoun bcach, and until a report is nwido on tho question of tho construction of ft boat harbour. It was 'dccidcd that arrangementis should be made for band performances to be given during tho summer months. .. Accounts amounting to ',£952 17s. Gd. were passed for payment on tho district fund account, which shows a credit of .£405 lis. lid. A sum of .£350 IGs. S'l. was passed for payment'on the improvements. loan account, whioh is .CIOS9 9s. .9d. in credit.
