CONDITIONS STILL CHAOTIC. MOB OUTRAGES. (Eec. August 23, 10.20 p.m.) London, August 23. The Railways Inquiry Commission meets to-day. , The railways at Durham havo protested against the composition of tho Commission and demand further Labour repiesentation. Five hundred permanent quaymen, employed en tho wharves at the Tower Bridge, Londau. havo joined tho Labour men on strike. Tho wharves affected are chiefly engaged in the short-voyage trade. A Dispute Settled. . Mr. Askwith, of the Board of. Trade, is at Manchester, and has announced tho settlement of the carters' dispute. Overtime hours are to be reduced, and wages below the minimum aro to bo raised to tho minimum. At the- same tiino • none above tho minimum are to bo lowered to it'. The railway goodsmen at Manchester have resumed work. Tho non-union tramwaymen in Liverpool largely outnumber the unionists who struck. Tho former did not strike, but threatened to strike if the unionists aro reinstated. Partial Resumption. Work was partially resumed at tho goods depots in Liverpool, but a: procession of railw.iymen induced one-third of the workers Co cease again. Tho ship-owners' committee decided against the resumption of work at the docks at present. Northern Dispute Settled. After a long conference at York between tho men's executive and the com-' pany, the North-Easlcru Railway dispute has been settled. ■ Tho men have been advised to resume to-day. Tho emergeucy ongino-drivers at West Hartlepool wero mobbed and numerous cases of intimidations aro reported at Hull. Enormous quantities of goods are packed at Birmingham and other cities and are ready for shipment, but orders hav2 been cancelled owing to the strike, nnd tho business diverted abroad. Men to bo Reinstated. The Midland Railway will reinstate applicant's at tho old rates of pay, and Sir Guy Granet, the general manager, has ordered all the men to be reinstated without discrimination.
Grave disorders are reported on tho North-Eastern Railway at Darlington and Newsheldon where mebs prevented the delivery lof goods under police escol't, and maltreated tho engine-drivers. "A DECLARATION OF WAR." London, August 22. The North Eastern Company has invited applications for permanent service. The.strikers regard this as a declaration of war. Tho railway men at Swansea arc still out, and work in the docks is at a standstill. Tho Liverpool transport workers are' still idle, but the Corporation scavengers have resumed work. Owing to tho attitude of the short sea traders in rejecting arbitration, all the workers in the coat trada of the Port of London have been called out. The National Transport Workers' Disputes' Committee in London declares that the ;hort sea traders have rejected arbitration; henoo tho men aro urged to work only for those paying port rates. RIOTING IN DUBLIN. THE POLICE STONED. London, August 22. Some rioting has occurred in Dublin, business premises being attacked. . The polico were stoned, and three shots fired, wounding a constable in the hand. Striking newsboys, assisted by hooligans, smashed some newspaper vans and fired the contents. Hooligans utilised the dispute as a pretext to destroy other property and assail a police constable, who was seriously injured. Three thousand biscuit-makers have struck for higher wages, and several minor strikes aro reported. PUBLICHOTJSBS CLOSED. (Rec. August 23, 10.25 p.m.) London, August 23. All the publichouses in tho disturbed area in Dublin aro being- closed at 7 p.m. The biscuit-makers will resume, pon'ding a settlement of tho wages question.
