SEVERE OFFICIAL REPORT. * By Telegraph—Press Association-Copyrlclit Sydney, August ID. The special Co#.missio,ner's report on tho telephone system finds that it is very unsatisfactory in many respects. The most serious defect is bad line construction. The Commissioner advocates running the service on strict commercial lines. Ho deprcoates centralisation in Sydney and suburbs, and declares that the salaries are disproportionate to the officers' responsibilities.
