. LORD JAMES OF HEREFORD. By Telegraph—Press AEsociation-Copyricht ' " ; ' London, August 18. The death has occurred of Lord Jamos of Hereford,, formerly Chancellor of tho Duchy of Lancaster, aged 83.. A NOTABLE CAREER, Born in 1828, the son of a well-known Hereford surgeon, Henry James went from Cheltenham, where he was first boy on tho roll, not straight to-the Bar, but to the study of civil engineering, for which he showed aptitude in a gcod office. It gave him invahi. ')le business instincts, by which ho and his clients afterwards benefited. Called at the Middle Templo in 1852, afteT twice winning the Lecturer's Prize at the Inner Temple, ho soon became leader of the Lord Mayor's Court. It is said by a 'Tall lia'U Gazette" writer that no man ever knew so much about concessit solvere ,as Henry James, and few ever fought a winning case tetter. Ho had a genius for putting issues to a jury with beautiful clearness and in a style that impressed them equally with his ability and tho convincing character of his case. He was "Postman" to the Court of Exchequer 18G7-9, took silk in 1869, and bccame a Bencher and Treasurer of his Inn in duo course. Having come into Parliament as Liberal M.P. for Taunton in 1889, he soon caught Mr. Gladstone's notice, and succeeded Jessel as Solicitor-General. Presently he becamo Attorney-General, with Sir William Harcourt below him. As Attcavnej'-Geireial again from 1880 to 1885, he distinguished himself particularly by tho Corrupt Practices Act, which rivets his refusal of the Lord Chancellorship as tho most historic incident in his career. In 1885 he moved from Taunton to Bury, which he represented until he was raised to the peerage in 1835. _ His speech before- the Parnell. Commission, in which ho reviewed tho history of Ireland, was a mcst able performance, and some of his amendments to the second Home Rule Bill were incorporated in that ill-fated measure. He was Attorney-General to tho Prince of Wales (King Edward) and the Duchy of Lancaster from 1892 to 1895, and Chancellor of the Duchy of Lancaster from 1895 to 1902. His settlement of tho labour troubles in tho boot trade was one of the triumphs of that courteous tact which has been one of the secrets of his success, political, legal, and social. Since 1896 he has been a valuable member of the Judicial Committee of the Privy Council. In former days ho might havo taken Mr. Asquith's place as tho victim of tho Suffragettes, since he was very persistent as an opponent of "votes for women." Lord James never married, and left no heir.

Men," 1907; "Flower of tho Dusk,". 1908; and "Old Rose and Silver," 1909.
