BECOMES LAW AT LAST.
By Telegraph-Press Association-Oopyricbt (Rec. August 20, 5.5 p.m.) London, August 19. The Royal Assent has been given to tlie Parliament Bill. • . • The announcement was made in tlio House of Lords amid subdued cheers. A largo number of members ot the House of Commons attended.
The Royal Asscnft is the act by which the Crowli, cither in person or by a commission, gives its to Bills passed by both Houses. The Royal decision is announced in Norman French by the Cleric of the Parliaments. To a mon<?y Bill ho fays, "T.c Roi romorcie ses Hons sujets, acccpto leur bsuevolence, ot ainsi leveult." To an. ordinary Public Bill he says. "Lo Roi le veult." To a private Bill he says, "Soit fait comine il est desire." If the Royal Assent is refused, he says, "Le Roi s'avisera." This power, however, has not been exercised since 1707. The moment the assuat is given the Bill becomes an Act.
