GLOOMY CONDITIONS AT DELHI By Telegraph—Press Assoeiation—OoDyricht (Rec. August 17, 11.10 p.m.) Calcutta, August 17j Gloomy drought reports are to hand, and Delhi is becoming the centre of a huge cropless and waterless area. In view of the serious cholera outbreak it has been definitely settled that the military programme at the Coronation Durbar in December will be greatly curtailed as tho outcome.
