London, August 15. Iα the House of Commons members of the Opposition moved to reduce the proposed payment to members, firstly by a lump sum, and secondly to J3OO a year. Tho legality of the Government's action in proceeding by resolution instead of by a Bill was cjuestioned. Mr. Lloyd-George, Chancellor of the Exchequer, said the Government had proceeded by resolution, preferring an annual discussion instead of making the principle rigid by Act. The vote was finally passed unamended. THE IMPERIAL COMMISSION. (R-ec. August 15, 11.45 p.m.) • London, August 15. Mr. Lloyd-George, Chancellor of tho Exchequer, replying in the House of Commons to a question, said 3Tr, •. Harcourt, Secretary of State for tho Colonies, was in communication with the Dominions relative to the composition of tho Royal Commission on tho trade and resources of the Empire, DATE OF AUTUMN SESSION. (Rec, August 15, 10.15 p.m.) London, August 15. Tho House of Commons will reassemble on October 24 for the autumn session. NEW REFORM CAMPAIGN. (Rec. August 15, 10.45 p.m.) London, August 15. On the ground that tho Parliament Bill.means the breakdown of the Constitution, the newly-formed British Constitution Association is appealing; for funds for a campaign, in favour of tho referendum and the reform of the House of Commons to secure, the representation of minorities. '
