DAILY SUMMARY, THE COOK ISLANDS TROUBLES. One aspect of tho troubles of tho Cook Islands was,before the House of Representatives yesterday afternoon, when the petition of the, Rarotoiigan Natives for the (reappoiiitment of Dr. Dawson as medical officer was recommended by the Native Affairs Committee to the favourable consideration of the Government. It was clear tlint Mr. James Allen, who started the discussion, and other meiu)x>rs considered that tho physical condition of tho Rarotongau Natives was a matter for some anxiety. Sir Janie? Carroll stated what liad been done, and wa3 intended to improve tho medical service in the Cook Islands, and mentioned that ; the report of tho Chief Justice on his recent mission of inquiry would be laid on the table to-day or to-morrow.. The examination of the Mental Defectives Bill in' Committee kept the House occupied N tho rest of the afternoon, and about two and a half hours in tho ovening. The Committee went right through the Bill, and reported progress, to yenablo the Minister to introduce an amendment which several members had asked for. Tho second reading of the Friendly Societies Amendment Bill, which is intended to secure the actuarial soundness of- friendly societies, was moved by th 9 Hon. J. A. Millar, and carried without discussion. The House rose at the unusually early hour of 10.30 p.m. . . i
