It stipulates that the owners shall provide baths if two-thirds of the men desire it, the men paying half the cost of maintenance, with a maximum of thrco-halfpenco weekly. Several members of tho House argued that an installation would cost .C 50.000, and would ruin many businesses. They declared it would be impossible to get the workers to use the baths, except in working hours.
