Tho Paris correspondent of "The Times" slates that negotiations in regard to Morocco havo not yet led to any basis of final agreement. Germany has abandoned her claim to' tho entire French Congo. Tho negotiations havo reached a moro reasonable phase, with a possible exchange of certain regions in tho French Congo for regions in tho German Kamerun. Tho German claims in this regard are still considered excessive. A FRENCH OFFER. Berlin, August 10. An officially prompted news agency states that France offer' tho hinterland of the Kamerun, from Lake Chad to a section forniid by a line running from Libreville, in exchange for German withdrawal from Morocco, and France 7 being allowed a free hand in that country.
