A VICIOUS PRINCIPLE.

It is very pleasant to be able to congratulate the House of Representatives on a worthy achievement. After a hard fight and in the faceof the strongest influences which Ministers could bring to bear, the House last evening threw out of the Town Planning Bill the clause embodying the.vicious principle, which permitted the Government to encroach further on the powers of the municipalities by Ordcr-in-Council. The voting was 34 to 29 and those members of the Government party who votcd_ as their duty called instead of as Ministers pressed them to arc deserving of every credit. Their names will bo found elsewhere. There still remains in the Bill the objectionable clause providing for a Town Planning Board of Government servants. This, we trust, will also be removed from the measure with equal emphasis and a reasonable proposal substituted.
