REPRESENTATIVE RUGBY. COUNTRY UNIONS. THE INTER-ISLAND FIXTURE. Yesterdav's southern steamer brought to Wellington the South Island Country Unions' football team, whicli is to play tho North Island country team at tho Athletic Park this afternoon. The match will bring both tours to a close, and, on this afternoon's form, one should bo able to say whether or not the New Zealand Union's new scheme for the encouragement of Rugby is likely to prove successful. It was generally conceded that, in the selection of teams to represent the Dominion, and, the selection of thS teams for tho annual inter-Island match, tho country unions could not rocoivo much consideration, and, occasionally, a really promising player might be lost to Rugby. Bv tho new scheme; it was hoped that the best men from the smaller unions would be brought to light, and, if they showed sußiciont form, they could bo selected for the annual North v. South match, to be played at a latei date than the country match, and, later, they might even graduate to New Zealand ropresontative honours. At the very least, the scheme, will encourage country players, and give them a chance of improving through observing tho efforts of their more able opponents in the larger centres. The result of tho North Island country team's tour has been four matches played, ono of which was won. ono drawn, and two lost. Tho South - Island team has lost all their matches played. Emergencies: Miles, Cullen. - . NEW ZEALAND REFEREES' ASSOCIATION. A meeting of tho executive of.the New Zealand Referees' Association was held last .night. There were present: Messrs. R. M. Isaacs (chairman), F. Laws, H. E. Card, J. Laughton, and J. M. Eobb, secretary. Tho AVest Coast Referees' Association was affiliated to the New Zealand' Association, and. the Buller Referees' Association notified its intention of withdrawing. be made retrospective. Conditions under which they are to bo issued were drawn up. The Auckland Referees' Association sent tho following problems for tho committeeto solvo:—' A kicker pots at goal, and while tho ball is in (light, tho roferco inadvertently blows his whistle. Immediately after* tho ball crosses the bar and between the posts. What is tho correct decision? What aro the correct decisions when the refcrco inadvertently blows his whistle in the following cases:—First, in the field of play (a) when the ball is being carried; (b) when it is in tho : a ir; fc) when it. is on tho ground? Second in goal (a) when the ball is being carried by a defender; (b) wheu it is being carried by one of the attacking side; (c) when it is in tho air; (d) when it is on the ground? Answer-In all cases where tho ball was played or last played in the field nf p ay fl scrummage should be given at the snot and in cases where tho ball was played or hist played in goal,a scrummage five yards out should bo given opposite tho spot.
