August 11, 0.20 a.m.) Washington, August 10. $. serious hitch has occurred in connection with the Anglo-American Arbitration Treaty. Tho Foreign Affairs Committee of the Senate, which has to ratify the treaty, has taken strong objection to tho submission of questions of diffprenco to a Joint Commission of Inquiry. Britain's proposal to consult the Overseas Dominions on all matters affecting them is also objected to. Senator Clarke moved that the wholo question bo postponed until December. Other Senators objecting Senator Clarke's motion was ultimately withdrawn. The President is preparing to intervene actively.
