INDUSTRIAL ARBITRATION.
MR. MILLAR'S NEW BILL. Tho Industrial Conciliation and ArbU tration Amendment Bill, introduced, by tho Hon. J. A. Millar, provides that whoro the registration of a union is cancelled'for the purpose of the issue of a fresh certificate or of registering under a new name, this shall not allect on award or agreement to which tho uniou is a party. < Where nn industrial agreement has not bren objected to by any of the parties affected' within ouo month from tho signing, the Court may, ou the application of any of the parlies to the agreement, declare it an award, unless the Court deems it against the public good. An industrial association of employers or workers comprising unions in more than ono industrial district may filo, a dispute relating to two'or more districts with thb Conciliation Commissioner of one of them, who may then exercise his powers in thoso districts, and he may anerease tho number of assessors to six on each side. ... The Court may join as parties to nil cward all unions m New Zealand that are engaged in the same industry. When no settlement of a dispute is arrived at through a Council of Conciliation, (lie parlies are given " month to notifv their disagreement. If they do not do so, tho recommendation acquires the force of nn agreement. If they duly intimale their disagreement tho Court deals with the matter with a view to making an award.. The provisions oi the amending Act. of 1908 for appeals from tho Magistrate's Court to the Arbitration Court in enforcement caws arc redrafted, and it is provided that there shall be no appeal if tho amount of the claim is less than ,£lO. "J»o award of the Court shall contain nuy provision that is inconsistent with any statute which makes special provision for any of the matters before tho Court." The Court must sit in Auckland, Wellington, Chrislclnirch, and Dunedin at least once in three months.
If the measure is passed, it is to ccuio into forco on March 1, 1912.
