Sir,—For the last five weeks the 7.19 a.m. train from tho Lower Hutt to Wellington has had attached to it one firstclass smoking carriage, which has been almost entirely monopolised by secondclass passengers. On several occasions first-class passengers have been compelled to ride in second-class carriages.

Tho guards cither shut their eyes to the fact or are acting under instructions, •for they nevef seem to take any action in the matter, thus the Department is daily deprived of tho revenue to which it. is entitled. \At the same time, I might mention that the 8.19 a.m. train from tho Lower Hutt to Wellington has no first-class smoking carriage, but iu its place, a first-class ordinary, on the windows of which a label is fixed, with tho word "Smoking."—l am, etc., HUTT.
