Lord Haldane, Secretary for War, speaking at Osford, said few persons supposed that the United Klatcs would have remained under English centrnlised Government, even though George the Third had not been foolish. A similar difficulty may arise in the cases of Canada, Australia, New Zealand, and South Africa. If Canada develops into a country with eighty millions of people, can she, asked Lord Haldane remain under any sort of writtoil or rigid system ? All depended on the elasticity of the system, and the lightness of the roin of common government.
