NEW BILLS. HUTT ROAD AND RAILWAY. When tho Hon. ,T. A. Millar moved yesterday for leave to introduce the Hutt Railway .mil Road Improvement Amendment Bill, Mr. Herdman asked tha Minister to state the object of tho Bill. ' Mr. Millar replied that since the passing of tha .original Act four new local authorities had been created which controlled areas originally, forming part of tho' Hutt county: ' Tho bodies (the Malcara County Council, the boroughs of Eastbourne and Mirama.r, and tho town district of Upper Hutt) 'would bo called upon, under the amending' Bill,' to pay their share of the cost of. tho Ilutt railway and road works. Mr. Luke asked whether the liability was confincd to tho old position, to the maintenance of the old Hutt l'oad, or had it something to do with the Bill passed some time ago, which' cast upon the local authorities certain liabilities in Connection with the road and railway works, Tho Minister replied that tho Railway Department had been asked to make a road for which the local bodies were to pay. Mr. Luke:'"What discount aro you going to make out of it?"

STANDING ORDERS. When the House was setting up com-, mittecs yesterday Mr. Massey. said ho. had been a'member of tho Standing "Orders Committee ■ during tho previous session. On several/occasions it had recommended, important .'alterations in tho Standing Orders.' The- Government, howevorj had never given the House an opportunity of considering tho alterations recommended by tho Committee. Tho Acting-l'rimo Minister know as well as ho did that several important alterations were required and he would like to know what tho lion, gentlemen, as Leader of (he House, intended to do in tho matter this session. 'Sir James Carroll replied that as tho business oi' this session would not bs pressing, probably an opportunity would bo given of considering t.ho alterations suggested; Ho agreed with the hon. gentle-, man that some important alterations were, required. THE FIRST DIVISION. Tho House of Representatives divided, for. the first, time this session, yesterday afternoon, upon a question raised by tlio member for Wellington South. When the Acting-Prime .Minister moved that a committee bo set up to assist Mr. Speaker in matters relating to tlio reporting of .debates and printing, Mr. •'Wright, .as ono, of tho members nominated, protested that this committee was practically useless aiid that he might have been appointed to other committees upon which his serviceswould have been of more value. He moved, as an amendment, that his uamo should be struck put. . The amendment was carried on the voices a'ud Mr. Fisher's name was substituted for that of Mr. Wright. The latter again protested when he was nominated as a member of a petitions classification-committee. On this occasion the Acting-l'rimo Minister asked the hon member to withdraw his objection, remarking that these committees were set up ,under ths Standing Orders and that someone must be appointed to them. Mr. Wright retorted that tho committoes should bo fairly arranged. Ho again moved that his name be struck out, but on tiiis occasion tho amendment was defeated, on a division, by 33 votes to :!!.
