BRITISH CRISIS.

OUTLOOK FOR VETO BILL, IRISH ENVOY TAKEN TO TASK. HIS NEW ZEALAND SPEECHES By Tdecrauli—Press Association-Copyrizht (Roe. August 4, 9.-15 p.m.) London,' August 4. It is difficult to estimate the prospective voting in tho House of Lords on tho Parliament Bill, but it is believed that sixty-eight Peers will support Lord Halsbury in voting against the Bill, as compared with sixty-four who will vote for the Government. The Houso of Commons will adjourn on August, 17 and assemble at the end of October for the autumn session. Mr. Lloyd-George, Chancellor of the f Exchequer, speaking in tho House of Commons, c-aid tho Government hoped to pass the Veto Bill and the Payment of Members' Resolution beforo th® adjournment, and to devote tho autumn session chiefly to the Insurance Bill. Mr. Lloyd-George also announced that the Government asquiesced in taking the debate on Mr. Balfour's censure motion on Monday, but in view of the recent regrettable scene ho was sure Mr. Balfour would give an understanding similar to that asked for by the late Sir Henry Campbell-Bannerman in 1905 that tho debate would take place under conditions of decency and fair play.
