' General Hertzog, Union Minister for Justice, in a speech at Port Elizabeth, said that what South Africa wanted was not a consolidation of its British or Dutch citizens, but a consolidation of South Africans. Hβ warned them against allowing cosmopolitan capitalists, without any sense- of patriotism, to exploit South Africa.
