RUSSIAN HARVEST FAILS.
GOVERNMENT BELIEF, By XclecnDh—Press Association—OonyrleW (Bee. July 30, 5.5 p.m.) St. Petersburg, July 30. The council of Ministers has dccided to sell corn at cost price, and to organise public' works in South-east Russia and the Steppe region of Siberia, owing to the failure of tho harvest.
