During this timo he will travel as a private individual, with the objeot of personally inquiring into the different systems of government obtaining among tho over-seas colonies of the rarions European Powers, and of seeing something of the marvellous regeneration of the Far East. His interest in tho United State-s will also be purely that of ft student of affairs of government.
