The newspapers reproduce Mr. LloydGeorge's speech at tho Bankers' dinner under the headline, "For Whom is the Warning Meant ?" The "Lokal Anzeiger" says it is scarcely permissible to attribute to Mr. LloydGeorge an intention of interfering with tho Franco-German negotiations, which were secret. He was incapable of such an indiscretion. AN AUSTRIAN VIEW. (Rec. July 24, 9,5 p.m.) Vienna, July 24. Much attention is being dovoted to Mr. Lloyd-Grorge's speech. Tho "Xoue Freio Presse" is surprised at the vehemence of the Chancellor's tone, and says the speech is a determined attompt to influence tho diplomatic conversations in Berlin, to depreciate Germany's claims, and to encourage France. It. shows that Germany's colonial .expansion in Africa cannot bo accomplished without peril.
