Vienna, July 22. M. Guchkoff, ox-President of the Russian Duma, states that lie has learned in tho Ear East Hint the Mikado will visit Peking within a year. This will bo the first foreign tour that any Japanese Emperor has undertaken.

The Mikado's intention is to strengthen Japanese influence in China, and induce the Chinese to accelerate reforms.
