CONTROL OF IMMIGRATION. By Telegraph—Press Association—Cooytlehl (Rec. July 23, 5.5 p.m.) Ottawa, July 22. The Royal Commission on Chinese immigration reports tho wholesale, evasion of tho regulations by incoming Chinese. Tho Commission recommends the prosecution of iO delinquents, ami also the bringing into effect of the agreement with the Chinese Government allowing the latter to control the emigration of a given number of Chinese to Canada yearly.
