SPAIN APOLOGISES TO FRANCE. By Telegraph—Press Association-Copyrielit Paris, July 20. The Spanish Government has fully apologised tn France for the treatment of 51. Boisset, the French Consul at Alcazar, Morocco, who was arrested and marched through tho streets to tho Spanish commander, and was then released without apology.
