Teheran opinion attributes his landing to collusion or gross carelessness on the part of the Russian authorities/ ftu?Ma has been opposing Schuster's reforms and Stokck's appointment. GOVERNMENT FORCE DISPATCHED. (Rec. July 20, 10.30 p.m.) Teheran, July 20. The Mejliss has empowered tho Sipahdar, who is again Premier, to proclaim martial law. Five hundred Bakhtiaris and five hundred reformed cavalry are starting against the ex-Shah. Two thousand Bakhtiaris will operate against Salared Dowleh who is supporting Mohanied Ali. Mahomed Ali was deposed in July, 1909, after a reign of two and a half years. A revolution was in progress throughout almost.the whole time lie was on the throne, and when the revolutionaries took possession of the capital the Shah fled to the shelter of the Russian Legation. His thirteen-year-old son was then placed on tho throne. Mahomed Ali took up his residence iu Odessa, and in November last arrived in Vienna after a mysterious disappearance lasting a month. The Persian Government alleged that he was intriguing with the frontier Turcomans. As according to the protocol Russia undertook while the ex-Shah was on Russian soil to prevent any such occurrence it was impossible to press tho charge, which would naturally bo resented as implying lack of vigilance on the part of tho Russia.u Government. On leaving Russia, however, tha ex-Shah, according to the express terms' of the protocol, forfeits his pension" if proofs can bo produced that ho has engaged in any intrigue against Persia.
