I/jrd Kitchener's impartiality and capacity, which would command general confidence in Egypt, explained that his appointment to the civil post as British Agent would not involve any change of policy in Egypt.
Sir Edward Grey implied that Lord Kitchener's knowledge and experience, not only as a soldier, but generally, were qualities in a high degree important- for a difficult post, and_ he did not know of anyone possessing to so high, a degree the special qualifications required.
