TOEGUT PASHA EECALLED. By Eelecraph-Press Association-OoDyriebl Constantinople, July 18. Torgut Pasha, commander of the Turkish forces in Albania., has been recalled, owing to his repressive severities against the tribesmen. Abdullah Pasha, who is reputed to be a moderate man, replaces Torgut. The Albanian rising is causing gravo anxiety at the Turkish capita!.
