Harvey, Liberal member for Leeds West, on behalf of the Educational Settlement Committee, supported by Colonel R. Williams (Unionist member for Dorset West), Mr. C. Bathurst (Unionist member for Wilton), and Mr. C. Silvester Horno (Liberal member for Ipswich), introduced an Elementary Education (England and Wales) Bill providing, inter alia, facilities for religious instruction according to parents' wishes.
