COUNTRY RACE CLUBS.

DELEGATES CONFER HARDSHIP OF RECENT CHANGES. A meeting of delegates of country raciug clubs was held in the Town Hall on Saturday evening, at which tho following clubs, wero represented.—Avondale, Eotorua, Takapuna, Te Aroha, Thames, North Canterbury, Kuniara, Nelson, Rccftou, AVcstland, Wcstport, Teloga Bay, Waipawa, Riverton, Wyndham, Patea,Veilding, Foxton, Marlon, Rangitikei, Pahiatua, Taratahi-Cartertou, Asbhursl-Pora-ngaliau, Cromwell, Waitara, To hum, Taiunai'unui, Gore, Popanui, Marlborough, Carterton, Whangarei, Napier Park, Gisbonie, Winton, North Otago, and Eginont. Mr. A. Bruce, of the Thames Jockey Club —the convener of tho meeting—presided. Mr. R. Wynyard, of tho Takapuna Club, was appointed secretary. The position of tho country clubs in the matter of representation on. the New Zealand Racing Conference and on the Metropolitan Committees was discussed at length, and the following resolutions wore unanimously adopted:— (l). That this meeting of representatives of country racing clubs are unanimously of opinion that the time has' fully arrived when representatiou of the country clubs on the N.Z. Racing Conference should be equal with that of the Metropolitan lJacing Clubs, and that this meeting earnestly request the conference to grant this concession, as tho meeting is decidedly of opinion that it will be in the best interest of racing generally in tho Dominion.

(2) That this meeting unanimously endorses the remit of the Wanganui country clubs to the New Zealand Conference, viz.—"That the New Zealand Racing Conference as at present constituted does not give the representation desired by the country clubs, and that they desiro that some steps should be taken by the NewZealand Racing Conference to sot up a committee to see if it is desirable to set up a Now Zealand Jockey Club." (3) That a deputation consisting of the chairman, Messrs. Buchanan, Gowing Johnstone, Jennings, Evans, and the secretary (Mr. R. Wynyard) wuit upon tho chairman of the Racing Conference and lay before him tho resolutions passed at this meeting, coupled with the request that the conference grant the concessions asked for, and that the delegates report to a further meeting to be held on Monday afternoon, at tho Town Hall, at 2.30 p.m. •

The report of the Racing Commission was then considered, and feeling was pretty freely expressed as to the treatment meted out to country clubs, the.outcome of which was tho adoption of the following resolutions:— (!) That this meeting is of opinion that a grave injustice has been done to country clubs by cancelling their totalisator permits, and that it is prepared to render all assistance to race clubs in making representation to Parliament to reinstate such permits, and if, in opinion of tho House it is desirable that totalisator permits be reduced, such reductions should affect only those clubs racing moro than two days per year. (2) That the chairman of this meeting be empowered to promote a Bill for consideration at the ensuing session of Parliament, having for its object the carrying out of the express wish of Parliament to give preference to clubs holding one meeting only in a year. All cost in connection with tin's action to bo borne proportionately by the clubs represented at the meeting, that the Acting-Premier be asked to lay such a Bill before the House, and, failing the Government taking up the measure, .the Bill be entrusted to Mr.. Jennings,. JJ.P. (3) That all present be a deputation to meet the Acting-Premier and lay before .him tho previous resolutions and the grievances generally under which country clubs are suffering. Tho meeting closed with a heartv vote of thanks.to tho Thames Vallev Club for convening this conference, and'the chairman for presiding.

MINISTERS, SEEN. NORTH CANTERBURY CLUBS. (By Telegraph-Press Association.) • ' ''■ Christchurch, July 15. Deputations wailed on the Hon. D. Budilo to-day, protesting against the decision of. the Eacing Commission in respect td the Ohoka Racing Club, North Canterbury Racing Club, and the Waihora Sports Club. Replying to tho deputation re the Ohoka Club, the Minister said that he recognised that no complaint had been mado in the district where the clu"b had been'in existejico for forty years,: and there had been no difficulty in regard to management. Its record was a most satisfactory' one. Whatever view one took of the recommendations,' North' Canterbury had more ground for complaint than any part of the Dominion, as there were 24,000 peoplo north-of Christchurch, who had only three single days' racing for racing clubs, and one for' a steeplechase meeting, and all permits, with tho exception of that of tho Steeplechase. Clnb, hod been withdrawn. The Commission's finding would come into operation on August 1, and the matter' could only be altered by Act of Parliament. He thought that tho club should continuo if it thought that it had the. confidence of the public, and should apply for a race meeting license in the usual way.

Replying to the North Canterbury Club's deputation, the Minister said that, while ho did not agree with the Commission's finding, he had to carry out the intention of the Act, and any alteration would have to be made by Act of Parliament. However,' the future was "in the lap of the Gods," and there was no telling what would tako place. As to the Waihora Sports Club, Le said that not one stipendiary magistrate hail recommended a permit for sport clubs. Legislation only provided for racing clubs, and the only tiling that the committee could do was to form themselves into a racing club, and apply lor a permit in the usual way. This, he know, would be against the desires of the committee..but it was the only way out of the difficulty.

WEST-PORTS GRIEVANCE. Westport, Julv 18. The Hon. R. M'Kenzie arrived at Westport yesterday, and in the evening was interviewed by several deputations on local matters. To a deputation in protest against the Racing Commission's report he expressed sympathy, and stated that lie would place their protest before tho Minister for Internal Affairs. A member of the deputation stated that it was never intended by Parliament that the Commission should deprive a community of 13,000 absolutely of its races, yet that was the effect of tho Commission's report.
