The nowspaper "Zeit" publishes a remarkablo account, given by eye-witnesses, of the attempt of Torgut Shevket Pasha, the Turkish Commander-in-Chief in Albania, to exterminate a hundred thousand Albanian Catholic highlanders by cutting off their food supplies and destroying their flocks, which are thoir only capital. Torgut ha 9 also forbidden sixteen thousand unarmed Malissori tribesmen, who wintered on the marshy littoral in the Bregumantira, to leave the district. As a result, malaria is raging among the tribesmen, and their flocks are dying from the foul water in the stagnant marshes.
