FRANCE AND MOROCCO.
$. SECRET TREATY ALLEGED. A DENIAL, By Tokeraph—Press Associat-'on-Copyrtehl London, July 6. Some of tho newspapers publish details of a secret treaty between France and Morocco, by which Franco for a period of five years guarantees tho sov ereignty of tho Sultan, and undertakes to provide sufficient troops to keep tho revolutionaries' in subjection. After tho expiration of tho five-year term, tho Sultan will organise lccal government, assisted by a French Councillor. France will provide a loan. Tho Sultan is free to concludo other international treaties, provided be first submits his intention to Franco. Reuter's Paris correspondent' states that tho alleged secret' treaty between France and Morocco is fictitious. GREAT BRITAIN'S DUTY. STATEMENT BY MB. ASQUITH. ' London, July 6. Mr. Asquith stated in the House of Commons that tho new situation which had arisen in Morocco was likely to affect British interests. He was confident that diplomacy would find a solution, but it was the Government's duty to profed British interests and fulfil her treaty obligations to i'rance. GERMAN PROCEDURE. A QUESTION RAISED. Berlin, July 6. In the 'Wnrtemburg Chamber notico has been given of a question whether tho Foreign Committee of tha Federal Council was summoned before tha German warship was dispatched to Agadir, and whether the Imperial Govf-rmnent is satisfied that its action will not endanger Germany's relations with other Powers. The German Federal Council, or Upper House, consists of 58 members appointed by the individual States of tho Empire for each session. Article 11 of tho Constitution sets out that the Emperor shall represent the Empire among nations, declare war, and conclude peace in the namo ' of the same, enter into alliances and conventions with foreign countries, accredit ambassadors, and receive them. In a declaration 'of war in the name of tho Empire, the consent of the Federal Council is, however, required, except in. the case of an attack upon the territory of the Confederation or its coasts.
