It is expected that the treaty providing for arbitration in all disputes between the United States and Britain ■will bo completed on Friday. A canvass as to the views of members of the Senate indicates that there will be practically no opposition in that quarter, the Senate understanding that its treaty-ratifying powers are fully conserved. .Unofficial advices 6tate that Trance is ready to negotiate a similar treaty. .
