Sir John Anderson, G.C.M.G., Governor of tho Straits Settlements, has been appointed Permanent Under-Secretary for tho Colonies, vice Mr Francis Hopwood, who recently retired. Sir John Anderson was born in 1858, and after a. distinguished course at Aberdeen University, entered tho Colonial Office in 1870. He was, Secretary to the Colonial Conferences of 1897 and 1902, and was on the staff of tho Duke, of Cornwall and York on his visit to the colonies in 1902.' In 19Ut ho was appointed to the Governorship of the Straits Settlements.
