The Vienna correspondent of "The Time*" reports that an experienced American traveller states that under cover of tho amnesty and armistice, the Turkish troops are systematically destroying tho houses, crops, and other means of sustenance of tho Albanian highlanders. Old men, and women and children, who have not escaped into Montenegro, are being butchered, the women having been previously outraged. The troops arc now encircling several hundred women and children, and their escapo is impossible.
