The French Cabinet has resigned, through an adverse vote in the Chamber of Deputies. The Ministry wished to retain supreme command of the Army, and declined to appoint a generalissimo even in war-time. This the Chamber objected to. (Rec. June 25, 5.5 p.m.) Paris, June 24. The.fall of M. Monis (the Premier) is due to tha dissatisfaction of an influential minority at the Government and Chamber supporting proportional representation. The question of'the commandership of the Army was merely a pretext. Shortly after taking office M. Morris read a Ministerial declaration of policy, the references to electoral reform were very cautiously worded, inasmuch as they proclaimed the necessity of leaving free scope in this sphere to the initiative of the Chamber. For the rest, the Government would take the proposals which had already been elaborated in Committee as the basis of discussion. These proposals include a scheme of proportional representation, but to this the Government declaration made no special reference, though M. Morris subsequently declared that he favoured electoral reform in that direction.
