Ho replied that before ho prepared a eclicmo for the revision of duties ho must learn tho amount of capital invested in -tho industries affected in tho proportion of tho wages paid to tho cost of the finished article. Let them tell him how much capital was water and how much wns money, and he would then have- something to go upon. Tho workers will want to know how much capital of an industry is water, l>ecauso they must be expected to make profits on that capital, and their wages must bo judged accordingly.
