"W.K.J."—Letters were first sent to England for 21(1. on January 1, 1891, Sir Joseph Ward being then Minister in charge of the Post and Telegraph Department. The penny stamp was first used in New Zcaljnd on July 13, 1855, and penny postage to England was adopted on January 1, 1901.
