The Capo Town correspondent of "The Times" states that the absence in England of the Union Prime Minister, General Botha, is causing uneasiness and ap-, prehension among English Civil Servants in South Africa, who are afraid to take leave lest their positions should be filled ir. their absence. "The Times" suggests that the reorganisation of the Civil Servico should be entrusted to a strong independent commission, with an Imperial officer as chairman.
