Mr. Lloyd-George, Chancellor of the Exchequer, addressed a gathering of 4000 persons at the Birmingham Town Hall. He was given a great reception. The Chancellor explained the National Insurance Bill. He said that workmen at present pay to the pawnbrokers more than the 4d. required for insurance. The benefits now afforded them were only the beginning: the rest would accrue without additional charge to the employer. He added: "The first essential is to clear Great Britain of the foul habitations in the great cities. I would treat a man receiving rent or ground rent from an insanitary dwelling as a receiver of Stolen property."
